Outgoing Links and Tracking Code Questions

I have a couple questions that I haven't been able to find the answer to yet and I just wanted to get some of your opinions and insight on them or if there is a solid definite answer to them that would be even better.

1) Does one website with outgoing links (all from the same root domain, though varying URLs, Anchor Text and Destination URLs) predominantly to our website help, hurt, or do nothing in regards to passing link juice/value? Increasing PageRank? Determining relevancy via its anchor text?

2) Do tracking codes/affiliate links help, hurt, or do nothing in regards to passing link juice/value? Increasing PageRank? Determining relevancy via its anchor text?

1) Having all your eggs in one basket is never a good idea. ROS links do still work in the short term in some cases, but don't last long. It'd help to diversify your link base.
2) Linking with codes doesn't seem to hurt anywhere that I've seen. The ones that are no good are the ones that point to a tracking URL then redirect to you. No juicing there.

In regards to the first question, if the website happens to be a blog with a healthy linking profile, however it just has a majority of its outgoing links in it's articles pointing back to varying URLs for my main site with varying anchor text, would that make any difference in regards to it passing link juice/value, increasing page rank, or determining the relevancy via the link's anchor text?
