What is more valuable-links from article pages or PR links?

Someone offered me a link from article page with relevant content but 0 PR in return for a link from PR 2 link page. Does links from article pages are at par with high PR links from link pages with no relevant content?

It depends on directories
If you submit your website to directory PR5, relevant category ( for example Education ) or artical to artical directory with PR0 what will be better. I thinh the first option. BUT the best thing to do these submissions together
