A handful of quality directories is all you'll ever need - and they will be more useful than 5000 poor quality directories.

As a blanket statement, that is bad advice.
I agree that there's little to be gained by linking to most of the general directory wannabe's that are out there.
But don't be afraid to trade links with tightly edited, industry specific directories that are strongly relevant to your business.
Use your head and look for signals of quality.
Good specialist directories and good local / regional ones have no more need of a reciprocal link than any other quality directory, and seeking one is a big red flag 99.9% of the time. If it's a specialist, realted directory, then it's your choice if you want to link back.
But if they seek a link, It simply is not worth the risk. With directories, if you cannot be 100% sure that they are a Quality Directoy, then your website needs to assume they are not.
And any directory owner who still seeks reciprocal links needs to get with the program. Or go the way of all the others ...
