Hello, haven't done any link exchanging for about 1 year or so. People keep contacting me from sites for a link exchange with a pr4 link page. Of course i saved their emails.

I'm building a new site and was thinking of giving them a link off the old site with the pr4 pages. In exchange for a link back to my new site.

any ideas on how this would work?

PR 4 benchmark was there because of google's backlink policy way back in 2003-2004. I am ver surprised to know that still people are crazy about PR 4 and above pages.

Make relevant sites talk about you. New pages can't be anything more than PR0 and it is more natural to get links from PR0 but good quality sites.
