I have a new site which has everything that is required to be in a good site. But since this is a new site the PR is 0.

This is a big problem as no one is willing to exchange links with my site. The reason is obvious PR=0.

What to do?

Have you tried submitting your site to a couple of good directories? That would get the ball rolling for you.

If your content is good, then people will start linking to it once more people discover your site. Maybe you could use pay per click to gain more visitors at this stage?

Ah, you're looking at this the wrong way, and so are those linking partners. If that is the only factor involved in this whole link exchange process, then something went wrong somewhere. What about linking to your site because it offers something of value? Is that a possible part of the equation here? ;)

PR0 these days means absolutely jack! The public Toolbar has not reported accurately for quite some time and Google have admitted to that fact. Don't rely on that white/gray/green bar too much. There would be much more to it than just viewing the Toolbar PR.

I exchange links with RELEVANT sites which will be of value to my own visitors and whose visitors will be interested in my site. My Google rankings are fine on major keywords and the traffic from the links gives me some protection from any sudden changes in the Google algorithm.

There will always be ignorant website operators and webmasters who will not link to you because of whatever your PR is. Ignore those responses and move on. You cannot change their mind. These webmasters have read too much misinformation and are forever lost.

sem4u had a good suggestion.. submit your site to highly relevant directories (paid if needed) to get the ball rolling. Do not get discouraged. If your site is of quality and you are offering unique service or unique content, you will get links.

You might consider looking for sites that publish suggest link forms because those sites are using some form of link management software and therefore are typically more likely to pay attention to link requests that come in via their forms. To find these forms, search keyword(s) + add link or keyword(s) + suggest link or keyword(s) + suggest resource or keyword(s) recommend a resource. Play around with the keywords and you should find quite a bit of low hanging fruit to start with.

However you proceed, make sure you keep your request/ acquisition volume low/natural and highly relevant to the theme of your website.
