I remember reading that Google may not count backlinks that come to your site from the same IP or even same IP class, because of course spammers could use this as a way to inflate results.
But if this is true, what about blogs, because thousands of them use the same servers? Surely Google can't discount all of their links just because they use the hosting provided by their blogging service?

You're instincts are correct, that's too simplistic. There are other ways to determine the value of a link.

I think it's a potential method of noticing SPAM, however I highly doubt that Google don't count links from the same IP to the extent that most believe.

Considering IP Address is just part of google algorithm its not compulsary or whole process depends on IP Address, there are many other factors also on which google page rank algorithm depends.
