Info about Inbound and Outbound links and their effect on PR value

I am new to SEO and I have read the valuable info provided in Brett tabke's article titled "Successful Site in 12 Months with Google Alone" at [webmasterworld.com...]

After doing some reading, I understood that PR value is based, among some factors, on the number of links from other sites to my site, however, at the begining and after creating a large number of good content pages, it is nearly impossible to get a PR5 site to link to my brand new site. How can I get a high PR in this case?

Does freely exchange links work on that situation?

Is it allowed to buy links from PR5 sites to my site?

Based on your experience, do I always need a high PR to get high positioning, at least for some keywords for which I offer good content.

Having outbound links to open in a different window, does it hurt the webcrawling process?

Not at all, PR is "gross" measure and a bit like an uncut diamond the carat weight often has little bearing on the value of the cut gem.

In a link the anchor text is the "gem" so target that and forget about the PR value....
