What is the value of link on non-English site for Google

There is English website and link to it is placed on non-English site. What is the value of such link? Will it help English website to gain more link popularity on Google? Can Google determine topic of non-English site? Can it determine, wether the link is on topic or not?

In my experience, it has influence.

I have experience some english links from a french site to an english site with english keyword and it increased the rank.

In my experience, google still recognizes relevancy - a link to a casino site in English from a Dutch blog will be useless. If the Dutch blog is on a trip and links to an English website of an attraction from there, it is valued quite highly regardless of the difference in languages.

I've wondered for a long time about this one.

Can Google determine relevancy across different languages. Does anyone have any evidence of this either way?

I am not sure, if I understood you.
Your experience is that Dutch blog should be about casino too? Only in this case English casino site will recieve relevant link? Theme of site matters even it is non-English?

Sorry for being unclear: Yes, that is my experience - relevancy is recognized across languages and a blog on an appropriate theme is therefore a more valuable link source than an unrelated blog.

Hmm. I see. I haven't had this experience before but I have already thought that those links do have influence. But just as a clarification. The links from non-English sites should be in English when linking to English sites, right?

I would say it has to matter to some degree. It depends on the link itself, of course.

few queries are rotating in my mind , iam putting it here seo's

1) if google doesn't matter whether it is a english site or non english site only link itself matters then we can gain 1000's of back links from unrelated sites too.
2) if google checks whether english and non-english sites are theme based or not then how google bots will know(finds) whether english and non english sites are related to same theme or not

Google does not matters much about the language. If the anchor text is what you need - place it in Africa and it will work as well. Tested.
