Reciprocal Linking still legit?

Recently I started doing reciprocal linking again and received an email from a person telling me that reciprocal linking is no longer accepted by google and can actualy hurt your rankings. I always knew that 1 way links are the way to go, but always thought that reciprocal can still do the job without any penalty. Can someone please clarify for me?
