Content development vs link development should be
Both/And not Either/Or Especially for a young site!
Very 2005; These days, no site needs enough 'link development' - or any other kind of spam - to justify paying a link/spam monkey to do it.
A few quality links from directories and related sites is enough. After than, on-site stuff is much, much, much more important; and any organic links the site earns (by quality content) will maintain enough link momentum.
Most sites pursuing active 'link strategies' are simply wasting their time spamming forums and blogs (for devalued links) - or worse - and all are signing their own suicide notes before leaping to oblivion.
The SEs have moved on; time some webmasters did too :)
However, 'link development' is a broad concept that includes link-b/b/b as well as content creation and any other effort that results in backlinks.
Of course there is link development and then there is quality link development :-) just depends on your business model - are you in the link development business or the site development business? Shortterm or longterm?
Actually given sugarrae's rep I am rather surprised. I quite thought her blackmail - sorry, I meant Blackberry - speed dial already had every PR6 and better page owner at her beck and call eager to link to her every whim. :-)

As for the new media I am afraid we do not do that yet whilst G is still easy to exploit. The reason is it takes too much time and you need to be creative. The latter I guess I could try but it makes my head hurt thinking about it :)
The next phase in Google link dev will be when they can weed out all the rubbish. They have done a good job with putting crap into supps etc but the spammers learn what works with this too.
So for me it is still good old Link development.

All link development is designing to play to people's needs, real and perceived, whether it be offering cash, reciprocity, enticing content.
And Social Engineer (as with Sanitation Engineer) sounds nicer than copy-scraping-link-baiting-cleavage-for-friends-monkey.
And SEM is just so agency.
Or:
Link developers, Link builders, Link finders, Link locators, Link hunters, Link planners, Link buyers, Link negotiators etc. Doesn't really matter what they are called - these people basically find and get links for a fee.
I'd reckon most on the web know this already, so my question is How does this benefit me? In what way, I mean besides reducing my workload a bit, what can these folks do that I or anyone else can't.
As a webmaster myself, I can do the link hunting on my own and save the fee. Does anybody use a service like you described? - I dunno.
Must be joking :) I am a boss and my time is far more valuable than a link monkey. Why would I do work myself that I can pay someone a pittance to do it on my behalf.

I've seen that philosophy backfire many times. In fact, I'm sitting on two link exchange requests right now that I know the client is not aware of. I take them and forward them to the site owners when I have the time. I'm sure there are many who are totally "unaware" of what their pittance has gotten them into.

This link industry has been taken advantage of, for little reward for the smaller guy. I expected these high fees would increase reciprocal links, and lessen the seo side of things, but hasn't happened.
It's not helpful to me or my budget and now find myself fearful of all things seo or link based because of what Google has built.
That works out at $2000 wasted, which could have gone on something else. Sites lose a ton of links all the time and without even realising it, or checking to see if they still have the links. It's like buying an advert, and then not checking it's roi - many don't.
$2000 spent elsewhere could buy quite a lot of links, PPC or PFI, so why risk using outsiders who stand to gain whether you lose or not. And at least you would have something set in stone.
It's true though.
