has a link placed inside a newsgroup post any value?

Yes, one site on mine has mostly just links from my signature in newsgroups and mailing lists. I got PR3. Although, you don't have influence over its anchor text so it is not so valuable. It is more to have site indexed than to get pagerank.
But, I hadn't spam newsgroups. I post normal articles with my site in the signature. If you spam them, you might get ban.
