Links to homepage or subpages?

I think this has been answered before, but I couldn't find my answer anywhere. Anyhow, I own a site which is targeted towards 15 different keywords. All of them rank within top 5 pages of competitive keywords on Google. My pages are structured as follows. I'm going to use "shoes" as an example:

shoes.domain.com
shoes.domain.com/black-shoes.htm
shoes.domain.com/red-shoes.htm

During the link building campaigns for different keywords, should I point the links to the sub-pages or to the homepage? That is, should the link with anchor text "black shoes" point to the home page (shoes.domain.com) or (shoes.domain.com/black-shoes.htm)?

What's most relevant for the user?

All pages are landing pages and are filled up with unique content. The header is the same across all pages and is targeted for a user action. So, regardless of the page, I want the user to click on the header to go to the main landing page. You can say the content below is an informational content. So, if the user is interested in reading the content, they can. But my header determines the action.

Any page is a landing page. All pages have content targeted for those keywords.

Yes. All unique content. Targeted for that specific keyword.

You said every page of your site is each targeted for 15 keywords phrases. So no matter what page someone lands on, it is relevant for 15 different keyword phrases. Isn't that what you said?

Okay, all pages are optimized for "shoes" in general, but if you are looking for "blue shoes" you do land upon a page that is "shoes"-related. From that point onwards you can choose what you want to do.

Yeah, keyword(s). Like:

blue shoes
light blue shoes
dark blue shoes

Content is an important part of link development, seems like you need to rethink your content and the way you are architecting it. Think in terms of topic specific hubs. Then throw topic specific links at the matching hubs, but mix it up with direct links to your home page.

I am a little perplexed by the recent June 27 changes as my site online since 1998 took a big drop in results
This is related to link building becasue about 5 months ago we launched unique content which ended up getting 7 power Wiki links, 15 links from .edu sites, many from .org sites, opensource and Linux sites and plenty in blogs including many sites in Asia and Europe. Links from articles on 2 PR9 sites.

One would think these links would power the site and get better results in the Index but the opposite has happened. It seems like developing valuable unique content is a waste of time?

My suggestion is to wait a little ans read the topics about things that are currently going on in the google directory
