What's the best way not to give PR away on a links page ?

they are not reciprocal - is it noindex, nofollow ??

The links page is just useful links (not reciprocal) so is that the best way ?

Relevant outbound links to high PR sites may help you. If you have a page of non-reciprocal, mostly off-topic links, I'd add a robots NOINDEX tag to the page. If they were reciprocal links, that would be bad form; since you are providing these for convenience only, you have no obligation to make them spiderable.

another method is

call the links from an external .js file
(or just write them in javascript on the page)

or another angle is ensure the page has a great number of internal links as well thereby watering down any pagerank leakage, and make sure the page is linked only from a low pr page of your own, or even link to the page itself only by use of client javascript.
