sorry if this have been covered before. I have heard that if a pr 0 site link to my site. It can hurtmy ranking. Since we are not in control of who link to us. What are there to prevent competition from hurting our ranking by link us to a pr 0 site?

PR zero means essentially Google (and presumably other search engines) are aware of the site, but it may not have many links, or links that are any good. PR zero doesn't mean something is penalized.

A site with a gray bar generally (but not always) means that the site is not indexed by Google, for whatever reasons. A site that Google is ignoring cannot harm you because Google isn't counting anything from it.

The gray bar doesn't mean a site is penalized. It could be the toolbar is glitching, which it seems to have been doing a lot of the past few weeks. Do the usual tests to see if the site is fully indexed before leaping to the conclusion that the site is banned.
