Link Trade Marketplaces or forums?

I am looking for places/forums/chat rooms where I could meet with potential link partners to do swaps / partnerships. However I would like to stay away from the software and automated stuff so I don't want to subscribe to these types of "services". Any good recommendations would be appreciated,

Look for normal forums relating to your niche, not link exchange forums. Get to know the people who have relevant sites and ask them later for a link.
