I hear alot about quality inbound links. Is it the relevancy of the page that the link is on or the entire site?

That's a rather major question and IMO, the answer varies to an extent by search engine.

If a great looking page from a cr*ppy site linked to you, would you think that that would be helpful?

Generally, you should just think in terms of getting links, preferably one-way inbound links, from quality sites. Any good link from a good site is a good thing. ;-)

Getting back to the question though, there is evidence that it can be "both". If a widgets page on CNN links to your widgets site, that is arguably better than if an unrelated topical page from CNN links to your site. OTOH, any link from CNN is a good one.
