That's building links like I build wooden furniture. Wobbly, and not quite enough legs to stand upright. Apparently you can't build a chest of drawers with only a router and a screwdriver. Who knew?
Try asking for links without offering an exchange. Look in general business associations, regional websites, industry associations.
Create content that includes links to your site. then offer the articles for free to sites you'd like a link from. Make the content unique so it's more attractive to them.
Find blogs in your industry and offer to sponsor them or ask for a site review.
Pick through dmoz for old sites that might give you a link. Dmoz is full of old, derelict websites. As a directory that's not very good, but when you're looking for links it's like a candy store.
Do searches on terms you want to rank for. Look back hundreds of listings, ask appropriate sites for a link.
Check who links to your competitors. Ask them for links. Check who links to sites that are ranking. Ask them for links.
Spend the next week reading all the threads in this section of the forum going back a year. Seriously, that's the first thing I did.
