80 pages and all links to each other?

Is it spamming?

Eighty links ... that's a big chunk of content that's the same from page to page. Will all those pages have enough unique content to overcome the dead weight of too much duplicate material?

I'd be worried about duplicate content problems more than spam thresholds.

Give some thought to other ways to organize your information architecture.

It may not be spamming, but it's not good design, either from a usability or SEO standpoint. Consider a more hierarchical structure with content and pages organized by major topic.
