I don't have many high PR sites in my field that sell textlinks - so I am looking on broad off-topic sites to improve my SE rankings.
So what do you think - is it worth purchasing a main page link on an off-topic PR 6-8 site?

If you are looking for 7 PR off topic link
Dump it!
Better go for THEMATIC LINKS ONLY.
Or Search Engine's with Dump Your website!
We are very strict with all our Link Building Parameters for our clients.

Ok let's forget about PR - is it better to buy a textlink from small - on-topic - sites with not an insane amount of ingoing links, OR is it more effective to buy a textlink from an off-topic authority site?

I go with whichever I think will deliver more eyeballs.

Eyeballs-wise they are equally bad, this wouldn't be something I did to get converting traffic.
