HI:
i am new to in tounch with seo, my firest seo working is link exchange . i find it is difficult to find a new partner to exchange links .i sent lots of email, post theme on many seo forum ,and receive few reply.
I am force to concede that my websites are not very good and link pages with many out links.

why is difficult to exchange links?

but most of my pages are pr4+ ,it is not worth?

PR has nothing to do with Quality.

I think what you really need is to study up on link development and search engine promotion. The best way to do that is to start at the Library for the respective forums. Scroll up for the library link, it's just above the forum title.
