With all the SEO tools available and with inbound links being so valuable, it is frustrating that I cannot find an adequate tool that will calculate the value of a potential link?

The type value I would like a tool to quantify, is increased traffic via SERPs, that a potential link would create.

Perhaps this is not possible yet.

Has anyone seen such a tool?

I've never seen it. I don't see how a tool could discern subtle nuances such as usefulness of content, site design usability, and factors such as that. I am seeing more and more companies assign link management to a human who can make these valuations.

You would have to know how Google or Yahoo scores a page, how backlinks for the page that's linking to you are scored, know how much that link based on relevance is going to pass on, nuances of the anchor text and how those are handled.

Not going to happen accurately.

You underestimate yourself. You have a basic grasp of the concept thus you don't need a tool. Your judgement should be fine.
