Frame sites and linking

Do sites that use frames pass PR?

I think this is my first post here. I've been watching these forums for some time now and I think its such an excellent place to help solve problems.

I am in the middle of a link building campaign and I have come across one or two sites that use frames in their structure. If I had to put my link on these sites, will they still pass PR? Would Google still rate these links? Any help is much appreciated!

You can place your mouse on the page inside the frame and view properties to get the actual address for the page within the frame and check to see if it's indexed in the engines.
