Best strategy is to pretend google does not exist, even though their algoritme gives one way links a higher value today that might change tomorrow.
Also very few know what those values are, that is; how many reciprocal links equal one one-way. In any case it is much more difficult to get a permanent one-way link than to do an exchange.
With reciprocal links, there's a real possibility that the sites only link to each other to increase exposure, and not because they actually think the other site is high quality or would want to recommend it to their visitors.
The same idea applies to paid links - sites link to you because you pay them, not because they are genuinely 'voting' for your site.
Try and exchange links with sites strictly related to your theme.
I guess that would depend on the site. Some sites have multiple niches or themes.
One of our sites we have multiple niches in which we have things from Jewelry to Auto parts and we dont have any problems with the SE's, at least not in the 3 years the site has been up.
I guess if a site is all one theme then getting links that are the same as the site theme would be best but im not really sure if unrelated reciprocal links would hurt the site.
Reciprocal links are here to stay. Its part of the .com biz and the SE's know this so getting as many links pointing to your site would be a good thing.
