I have a question and i am not sure which category to put this in, when setting about links internal and external, should you put domain.co.uk with the "/" or without? which is best practice?

I prefer with the '/'. Technically this is 'correct', on the grounds that when you eventually click the link that is what will show in the address bar, but it really doesn't matter - they both work, and it doesn't seem to stop the PR passing

Whichever version you go with, just be sure to use it consistently in both internal and external (when you have control) linking.

if you have external links and some are with the / and some without can google deem that as duplicate content?

No, it's the same page. It's the WWW or -WWW (and I also recommend www.example.com/index.html variations) you have to watch out for. It's just best to be consistent.

Using / or not has everything to do with CPU load (a miniscule amount) on your server and nothing to do with duplicate content issues.
