Hi, I am running a new blog and its not yet indexed. I have 2-3 links on my blog that are rel="nofollow" 'ed. Other than that, I have no outbound links. Will this look like over-optimized on search engines? Or is it a good thing to have no outlinks?

The problem is inbound links. You need inbound links to get indexed.

Why do you have no outbound links? Is there a reason you've chosen to rel nofollow links you are posting within your posts? Or is it a tin foil hat?

I building on my link development. I would probably have many incoming links to my blog on next backlink update.

I chose to rel nofollow, because my blog have variety of content, and if I give links to everyone, I thought google wouldnt give me a high PR.

Out bound links also help Google decide what exactly your pages are about, so if you have a post on cheesy widgets then you should think about linking to someone who provides or have more information about cheesy widgets.

Forget PR, think about the user and then you rankings will get better over time.

Totally off. Outbound links to good sites are a good thing - and a NORMAL thing.
