Link Outsourcing Strategy

I have thought about outsourcing my link building strategy and wondered if anyone had any experience/suggestions on the best/cheap ways and what exactly I should specify as the work to get the best value.

i've searched through messages but failed to find it...

anyway, i have no luck in finding the right person - put the vacancy ad on india largest job site (cost 50 bucks) got lots of resumes but all from braindeads.
