For me, the first few things your email has to be is well written (no spelling mistakes, bad grammar) be crystal clear, short and concise. If I see several paragraphs I usually skim through it and though it out. If it is badly written I generally don't open the site (if I can't get a well written email, I doubt I will find a well written site).
The next thing would be to check the site and all its components. If it doesn't show back links, is in the Alexa millions (I know it can be manipulated but still), doesn't have a recent cache copy in Google, has crappy spammy tactics or doesn't even come up under unique phrases of the site, again, to the trash.
After considering these issues, I will come to one of three conclusions:
1- NO, this email/site does not meet the requirements for me to link to it, no matter the nationality of the link exchange propose.
2- Yes this email/site does meet the requirements for me to link to it, no matter the nationality of the link exchange propose.
3- (this one has not happened to me, yet) Maybe, if the site is on the borderline of me accepting it, a name from India/China would make me not accept it.
The last thing I will look at is the name. But I am sorry to say that I believe people will ignore your email more often if you use Chinese/Indian names. I hate racism and discrimination, but when it comes to conducting business with people from these two countries I am hesitant. Don't get me wrong, I don't have anything against you guys, I just have gotten cheated several times from people in these regions (not with links but with eCommerce exchanges).
I don't really check to see if people keep my links up. If I put up a link to a site, I do it mostly because I feel it is a valuable addition to my site. It just isn't worth my time and energy to chase after webmasters that take it down. So I don't link unless I am fairly confident that my link will stay up.
Again, I would like to make it abundantly clear I am in NO WAY RACIST/DISCRIMINATORY. It is a matter of business and risk assessment, nothing personal.
note: I am by no means do much link exchanges, so I am no authority on the subject, I'm just speaking from my limited experience.
