I am a complete novice to seo and i recieved an offer for 100 links from various pr3 sites which are all related to the new site i want to promote (some very relevant some less), please give me your opinions if 100 inbound links from pr3 sites will help my new site in the serp's? and if yes in which way? timewise? actual higher placement due to the links? or both?
Any info is greatly appriciated
(BTW..price they are asking is one time fee of $350.00)

I recently purchased PR3 site wide links (approx 120) off Ebay for £4.50.
They wont do a great deal other than get your new site indexed, which is what I purchased them for.
What is your conversion rate?
How much do you make per qualified visitor?
How much do you make from visitors who aren't qualified (since you said some of these are unrelated)?
How many clicks did these links get with past advertisers?
How many clicks will you need for the targeted ads to pay for themselves?
How many clicks will you need for the untargeted ads to pay for themselves?
If you don't care and are only looking for link popularity...
How are the other sites listed there ranking?
What is their re-purchase rate on the link spots?
How well are the selling sites indexed in the engines?
How do the SELLING sites rank?
