I'm looking to spend $4-6,000 USD on links to promote these sites. If each site gets links from exactly the same sources, it would essentially have the same backlink structure.
I would prefer not having to find a whole new set of potential partners for each individual site..I'd rather find one set, and have each link to both of my websites.

Most probably. You're making it so much easier for Google, how could they miss? Just look at "Similar pages" in Google sometime and see if you can figure out how easily they could spot this.

If you want both sites to do well and stand on their own you have to treat them as separate entities. You have to get a unique set of links for each of the site. You can have a small percentage of links that crossover, but I wouldn't do more than 20% TOPS.
Also, there are a lot of over ways to get links, I wouldn't reccommend relying solely on buying links.
You have to have a lot of different methods for link popularity, such as article submissions, directory submissions, links from authority sites, and links from edu sites.
