Is it shallow, eg, they were written up & linked in teh same news story?
Is the relationship strong, eg, the content is almost the same on each page? More detail would help provide a better pointer on what tools to use or recommend.
If you're asking about link relationships (ala Google's related sites) then not that I'm aware of.
i.e. search for widget in yahoo and widget in google and it will draw lines showing you which sites rank for both.
If you get creative (say by typing in linkdomain:site1.com and linkdomain:site2.com and choosing Yahoo for both engines) it will yank the first 100 results for each and draw connecting lines between the results that are the same for each. Even tells you the percentage of overlapping links.
Not perfect or super in depth and better tools could be built allowing for a larger sampling, but a nifty thing to look at with the right cost attached. Gives you some insight into how connected two sites are in terms of inbound links anyway.

Yes, that is basically what I was looking for - are both sites (pages) on the same/similar topic - i.e. a math site linking to an algebra site would produce a coeff. of 0.9 where a flower shop site linking to the algebra site would produce a coefficient of 0.
