no use for what purpose? to get a quick rise in search engine rankings? or to build qualified traffic entirely seperate from search engine returns?

This is just my opinion but I don't think you should ever conduct a link exchange campaign for link popularity, search engine rankings, or pagerank.

A link campaign should be conducted to benefit your site's end users which means you would link to and obtain links from sites that have an interest in your own site.

If you are having trouble obtaining links in this natural manner, time to look in the mirror and ask yourself why won't webmasters link to your site? Is it because your site has no useful or original content? Is the site poorly designed?

Sure, there is some proof that relevant inbound (and outbound) links can influence rankings but don't get caught up in that.. make linking decisions with editorial discretion for the benefit of your end users. If you conduct link exchange campaigns in this natural (sometimes called "organic") manner, you will have long term success both in terms of rankings and also from the traffic those links provide to your site.
