I have a fairly large network of sites related to the same broad topic (each site focuses on one subject).
All hosted on a shared reseller account at the moment, most of the sites are new with little to no content yet. Some sites are established.

I've read alot about cross linking sites on a network like this but still cant decide whether its safe or not.

At the moment they are all on the same IP, Im not keen on getting dedicated IP's until the sites start paying for themselves.

So can i safely crosslink and cross promote all these sites between each other, or is it too risky?

FYI Im running adsense and with the recent spate of bannings, this is weighing heavily on my mind when doing just about anything that might be considered "risky".

Thanks all

That is your answer - there isn't much to promote - and googles algo won't look kindly on it.
I would take a few of the more established sites and make a few one-way links to fire up some of the newer sites.

But the first priority would be to get content + links from external sites.

Yes but can I please reiterate the original question?
I have 4 sister sites, built almost identical, but offering slightly different content depending on their location as they are geospecific (I.e. One services Sydney, the other Melbourne or Queensland)

I guess i would like to know is:
A) will I be penalized for having some content the same as the other sister sites,
and
B) will i be penalized if I link to this website from one another when they are on the same IP?

Would love your feedback

Mine dont have the same content so thats not an issue. Personally I wouldnt go having the same content on any site, but thats just me.

Its just the IP thing that Im wondering. There just doesn't seem to be any standard opinion on this so its a bit touch and go.
