I am starting a new web site.In the first few months is it advisable is it advisable to take the following steps?
1. Article submission
2. Directory submission
3. RSS feed submission
4. Link exchange
Please let me know as i am not very sure about this.
I will be inserting unique content in the site as well as start a forum with an objective of buliding a community.
Your views and ideas are very helpful to me. So please help me out on this.

You might want to hold off on this one too, unless you already have a fair amount of content up. Make sure you have no "coming soon" pages. What constitutes a fair amount depends on your topic and intended audience, but if you have under 10 pages, or under 20 for an information site, then you risk rejection.
Standards for directory acceptance vary enormously, but if you want the best return for your time then don't be in a hurry to submit.
I personally will not contemplate adding forums to my directory with fewer than 100 posts, and if there are less than 30 members I think twice. For all I know, it could be the webmaster using multiple identities in order to get things going.
I would stay away from link exchanges for the first few months - look for one way links and then explore other options.
What's wrong with link exchanges the first few months? If sites with good traffic and a good PR value are willing to do recips, why should I not do that if my client site is benefitting from their link/anchor text?
