i know this will be litle Stupid Question but as a newbie i have the rights to know about or ask from someone on webmasterworld forum that what is inbound and outboubd links

No such thing as a stupid question shanee.
An Inbound Link is a link from someone elses website to a page on your website.
An Outbound Link is a link from a page on your website to someone elses website.
Make sense?

in my point of veiw there is no standerd rules or policies of big 3 SEs but the inbound and outbount must be related to your website subject other wise you may penalize from SEs.....

hi there is no such ratio but inbound links are better.. i mean the more they r in number they are better and while givin out bound links the main point to be kept in mind is the links must be givin to the sites which are related to our website.
