Waiting to start my link campaign until toolbar update

Should I give up and just start?

I changed my site from dynamic to static, and have been waiting for the next Google toolbar update.

With my dymamic site, my toolbar PR was 0, when it should be 4 on the next toolbar update.

I have been holding off on my link campaign, as I figure a PR0 or white Pagerank toolbar will scare many link exchange requests away.

Getting a little frustrated, its been 106 days since the last toolbar update, and the record is 111 days.

Personally, I wish Google just got rid of the d*mm toolbar altogether, and force webmasters to judge sites based on site quality, instead on how long your toolbar is.

Anybody see any indication that the toolbar update is about to start?

Maybe I should just give up waiting and start my link campaign.

I would wait it out.
For most of my sites I do not use pagerank as an indicator of trade quality, but I do use it as a quick indicator of whether a site is possibly banned (although the site could be simply new as well)

If a site offers a good resource for visitors, is very relevant to what I do, and has even pr1 I will usually trade.

Pr0 usually means no trade for me.

If you wait it out your return on links % should be higher.
