Is this a valid way to increase a group of sites ranking?

I want to create a large array of site links and keyword links

I am new to the realm of SEO but one thing that people seem to focus on in Incoming Links so here's my proposal, let me know what you think:

I belong to a small (50 member) business leads group and I was thinking that I should create a links.html page with direct links, contact info and keywords all linking back to each of the member sites in our group. Then I would, for free, place a copy of this links.html page into each persons site with the theory that we would then get the benefit of 50 more sites linking in to each of our sites with straight links to our domains but also with keyword links as well.

At first I though that I should make this a single page on my own site and use an include to place it in everyone elses site and then I thought NO, these should be individual pages and just do the extra work when it comes time to update them.

Any feedback, links or suggestions would be appreciated, thanks, Sean

Sounds like a textbook description of a link farm and duplicate content. better to have the links to everyone's sites just on one central site.

But again, there is a legitimate reason for the appearance of a links.html page in each of our sites: we are associated by being in our business leads group the reason of which is to give each other business. This seems like a legitimate use to me and not a Link Farm with its inherent intent of abuse.

So everyone should link to a single business leads group web site and that site should link to all the members.
