I believe Matt Cutts has posted on his blog that link bait was ok, while not an official SE endorsement, it's about as close as you can get.

It was an entire blog post [mattcutts.com].

Essentially, link bait is a new phrase for the old technique of getting people to link to you for a reason. There are many variations of it, from the subtle to the outrageous. In itself, I can't see any reason why it would be considered negatively from a search engine point of view
