Links from PR7 sites on zero page rank pages

I've been thinking about buying links and doing the occasional link exchange with a PR7 site to see how it can improve my ranking. One site has a homepage of PR7, its links page for design businesses in my area only has a couple of links (which is a plus), but that particular page has a PR of 0.

Despite the fact that its a PR7 site, does the fact that their links page for my area mean the link is worth less than one on a PR5 links page on a different site?

Hmm, there must be something wrong with their linking pattern, PR7 main page should only degrade to about PR5 or PR4 a few links deep.

Or could be that that particular links page is just too new.

So how will the PR of the linking page affect the importance of a link to my site? If the links page has no PR value, should I just not get a link?

PR really doesn't mean anything, better make sure the website that will link to you is RELEVANT to your website too.
