I've spend hours on my next link builder and after everything he appears to be a "broken" worker.

He can not figure out how to write the correct emails, and his work pace is slow, though he is trying to do his best. No, his english is near perfect but the overall performance of his work is terrible. (about 30% of what I expecting)

The problem is that I've talked with him much here and there and its hard to tell him now that he is off.

What is the best way to handle such a case? It is very common, I guess?

let him go.
or move to another position if you believe he would be good for it and you have a free slot.
anywayt, if he is doing badly he will find it out soon and resign himself.

Don't count on that happening. He might just want to hold a chair down 8 hours a day until retirement.

Minimal salary + pay-for-performance can be somewhat motivational.

Get rid of him. A good monkey can do 10 times as much a bad monkey. I can spot a bad monkey in a week as I get stats in my mail daily. So first it is a talking to, do better or you are gone, if the prob persists we just send them packing. You may also want to look at getting some tools to help cheatah's task easier.
