First of all your site has to be news worthy. Be objective, and think about it. Does it offer something truly unique? Is it ground-breaking? Is it absolutely must have? If not, then don't bother writing one - it's a waste of time. Better go and get a few inbound links to your site.

If you decide to write one, then there are a few guidelines, but as in any advertising, you must have a unique touch to it, otherwise it will be "just another press release" and will not get any attention.

An effective press release will answer six critical questions: Who? What? When? Where? Why? How?

Everything else is just a filler and blah blah blah (from the editor's view).
