A good portion of people with websites don't even know what PR is. If you have a good site, the only thing PR0 prevents you from is links with toolbar chasers (which agreed, there are a lot of in the "link exchangers" - read, SEO, group).

Agreed. If you really feel you were "wiped" you may want to take a look at why you were wiped and get those issues sorted out.
I am setting up another site and was wondering what you guys recommended:
Mostly Triangular links
A direct link to link swap
or a mixture of both
I have also in the past had directories for unrelated subjects, is this a good or bad idea? Should i just stick to related sites?

The main problem with hurrying up this process is you might end up linking with any site, and that will be harmful if you choose the wrong type. Panicking is the worst thing to do when chasing links.
However what worries me is that they have placed me on a links page that has a PR0, its their main links page and it is not cached. Does that mean they have somehow told Robots to avoid this page and essentially missing out my link, which in return they would get from my site for free?
