I hear that outgoing links to high rating sites can help. In many cases such high rating sites will be competitors. So what happens if links to their sites are placed within a <noframes> tag?

Some SEs read the framed content, others look at the noframes stuff. You could have some success with this approach, I suppose, but your competitors could discover your strategy very easily when they check their links and/or look at your code. I'd tend to focus on visible links to non-competitive sites, or bury the competitor links in a place where they aren't hidden but few visitors will stumble across them.
