Anything along the lines of "please link to mysite.com" or "please look at mysite.com" etc., is likely to be removed because of this, unless (in a few rare cases) the issue being demonstrated on the site is an issue that a LOT of our members might benefit from reading about (like a major browser incompatibility in the HTML code).
If you're interested in finding sites to exchange links with, your best bet is to use a search engine to find sites that have similar subjects or themes to your own site, and email each of their webmasters individually requesting a link exchange.
The forum charter [webmasterworld.com] (as bartek mentions :) ) is always a good place to find out what's considered 'good manners' for each of our specific fora... You'll find a link to each forum's charter at the top of the forum's front page, and at the bottom of the posting window.
Still, that rule makes no sense as there is not really a great deal to talk about in this subject, it's just a matter of doing it. People shout "spam" while masking their efforts as "seo" . It's all about how to get to the top, any other talk is nonsense in my opinion.

I've met so many people who make only one website, submit it and just sit back and complain about how those people who bother to make more than one website (spammers), make all the money.
I make well over 30k a month, and if the price of that is being labelled a "spammer" than so be it. I'd rather be that than a single website owner who has to keep his day job because he does not want to make more than one website because that will make him a spammer.
Get with the program or get run over.
