Which page to link?

i have a directory web site and i wish to place a link on another site, should i either:
1) send the link to the home page of my site or
2) send the link to the page that best suits where the links coming from, i.e
if it were a flower shop where the link were coming from should i send it to my best flower page or home page?

You should link it to the page about flowers as it is the most relevant and relevance is key to SEO success

thank you webwurld, where is there that i can get some good quality link backs or standard ones?
My site has been running now for just over 5 years, with my site being around it has probably been picked up by most?
it has a pr of 4, not listed in dmoz coz there totalally nice people over there! removed my site for no reason. I get get around 60`000 visitors per month and i want to increase that and get a higher pr?
Can you or anyone offer some suggestions?

The best strategy imo:

For every targeted key phrase do:
1. Search for it with your targeted se's. Notice what pages (a) compete with yours (b).
2. For every competing page (a): search for all pages that link to it (c).
3. For every linking page (c) that's not already linking to a: Review that site. What's it about? What links are they apparently interested in? What can you do for them? Then send a nice personal e-mail with the kind request to link to b on c.

You could prioritize by picking fewer a's and selecting fewer c's based on relevance (and perhaps pr).
