I have been reading about the power of link building and I always read about the quality of the incoming links

What I will like to know is how do you judge the quality of a website that you want to request a link with if you run an online auction site?
Auction sites have many different categories.
How would one start a link campaign?
Does the website have to have keywords that say auction on it
Think of your site as multiple sites. The homepage is one site, the clothing category is another site, the art category is another site, etc. The homepage you obviously want to get links from sites that are about auctions, online buying etc. The art section you can go after art sites, etc.
Don't limit yourself. On-topic links are best but a link from a quality site is also worth something.
