All links should really be both relevant and quality.

Yes, that's the way to do it.

The flower site has a page full of links to accident related sites, the page is about accidents and refers sites related to accidents. It is the page that the link is coming from that matters most, not the topological placement of the "site" in general.

Thus, your link would be on a relevant page that links to other sites with similar topological relevance to your own.

Neuron is absolutely right! For example, I published a page for <flowers> on my <business> website and linked to it by all my <business> website pages. Then I put a link on the <flowers> page to my other <flowers> website and it rocked!

I have done this many times and everything is working smoothly. Just my 2 cents...

If you create the web directory in your website for linking exchange purpose, is that good from the google view? I think there are many webmasters do like that because you cannot make the link exchange within a few pages. You need a lot of page for filling the partner link. Web Directory could be the solution.

Do you have any idea about this? Just share the idea.
