buying/selling links for traffic/ad purposes

I know Google is against buying/selling links for the purpose of manipulating PR. But is it still OK to buy/sell links for traffic/advertising purposes? Is it possible to get banned by Google doing this because they think you are buying PR? thanks.

What you speak of is simple promotion, everyone does it. Like putting up/passing out flyers for your baby-sitting business.

Perfectly legitimate business practice. I would say it's fine to do that. Couple of recent discussions (search) and input from AdWordsAdvisor indicated that it is indeed ok to buy/sell links for advertising and traffic, but NOT for the purposes of PR.

Frankly, I don't really care why people are buying links on my website. To me it's just advertising.
