Anchor text in page with link in another language

I wonder about the effect of being listed in a page with links in other language.

IE: your english link is on a french page. Since all text in that page is french.. does it help you to stick with your english anchor text?

Or it would be better to match the language of page where link is?

If you target "black cars" but the page has other links mentioning "noire" or "voitures" still help you?

2nd scenario: if your site actually has an english plus a french version but your primary visitors are english... would you prefer to link using french or english anchor text?

Thoughts?

From a user perspective you should probably use the language of the target page i.e. English, because if they are on a French site and can't speak English your site will be no good to them. In theory search engines want you to do things for the user so it would follow suit that the link should be in English. If you have a french site as well you would probably be best off linking from a french site in french to your french site.

Sounds reasonable. The problem is non english countries have a significantly smaller amount of possible link partners. So many link partners are english like it or not...
