Would a link using the following format count as a backlink?

[example.com...]

Yes, it starts with "http://", that is all that's required.

for maximum search engine value, it should really be a "naked" link -- meaning a URL without a referrer code. the search engines are going to treat each URL as unique, so www.widget.com/index.php?refID=123 is different than www.widget.com/index.php -- even if the two URLs point to the same page. as a result, your inbound link popularity is split between two URLs, when in fact they are just one web page.

LinkConnector.com is an affiliate program I've seen that solves this dilemma. I'm not sure how effective the solution is though, as I don't know anyone who's tried it.
