2) If you link to sites that are not on your topic, it really doesnt' matter where you put their links (as long as they aren't on your content pages that you want to rank well). You can throw them all in one general category if you want to.
3) Unless you find the sites a good resource for your visitors or you are just feeling generous, why not get rid of them?
4) nope...except maybe for your link parnters if you keep all your link pages themed.
5) No....you don't NEED a PR 5 link to become a PR5, it just helps. If you have lots of PR4, 3, 2, etc. you can still get to a PR5 or higher, it just takes many more of them.
